VES-HI 009 - Agrotecnio - CIEFAP - INBA - IFEVA - UBA (ARG)

The visit aims to explore the mechanisms used by higher institutions (universities and research centers) in Argentina to transfer the knowledge generated by their researchers to society as a whole. Specifically, the aim is to explore intellectual property policies, spin-offs and other mechanisms to encourage knowledge transfer. The applicant will take advantage of a research stay at CIEFAP (Esquel, Argentina) (between 2-3 weeks) to extend the visit to relevant institutions in Buenos Aires and Uruguay, among which the deanship of the Faculty of Agronomy in Buenos Aires (Prof. Flavio Gutiérrez, vice-dean) and the directors of the IFEVA (Dr. Carlos di Bella) and INBA (Dr. Gerardo Rubio) centers have been confirmed so far, and in Uruguay the University of the Republic (Prof. Ariel Castro).

Agrotecnio approved this year 2024 its 2024-2029 strategic plan which aims to manage the growth of the institution in an orderly manner following the incorporation of the Generalitat de Catalunya into its board of trustees and the consequent reform of the statutes, approved in March 2024. The Strategic Plan sets 5 strategic objectives, with strategic objective 2 being: “Strategic objective 2 – Establish a robust knowledge and technology transfer system ensuring the seamless dissemination of research outcomes to Agrotecnio’s stakeholders. The center will develop a suite of approaches that address the specific needs of stakeholders across the agrifood value chain at the national and international levels”. 



This strategic objective is specified in operational objectives, among which the first 3 stand out:

“Operational objective 2.1 – Support research groups in their knowledge and technology

transfer activities by hiring professional and qualified supporting staff to oversee this process”

“Operational objective 2.2 – Develop an intellectual property policy for Agrotecnio congruent

with its statutes and by-laws”

“Operational objective 2.3 – Cooperate with tertiary education institutions to deliver highquality

teaching and training programs”

The timescale for achieving these operational objectives is set in the years 2024-25, so the visit was framed in the process of compiling examples of formulation and application of KTT policies – institutional benchmark.

The analysis of transfer systems in the South American Agro sector, in addition to the learning by the director of a CERCA Center, perfectly justifies the objectives of the call. It has a special interest in identifying mechanisms for incentivizing IPs and organizing innovation units in the sector.
